Building a Digital Foundation for the Future

The National Information Technology Development Agency (NITDA) is spearheading Nigeria’s ambitious National Sovereign Cloud Initiative (NSCI), designed to establish secure, resilient digital infrastructure within the country. According to NITDA Director-General Kashifu Inuwa Abdullahi, this isn’t merely a policy choice but a national necessity aligned with President Bola Ahmed Tinubu’s Renewed Hope Agenda.

Addressing Critical Gaps

The NSCI seeks to address Nigeria’s current reliance on foreign cloud providers—primarily in Europe, the United States, and South Africa—for essential digital services. This includes government systems, financial transactions, and citizen data processing. By building local “data refineries,” Nigeria aims to retain capital within its economy, create jobs, and enable citizens to pay for digital services in Naira rather than dollars.

A Multi-Pillar Approach

The initiative is structured around six key pillars:

1. Policy and regulation
2. Funding
3. Infrastructure development
4. Skills enhancement
5. Innovation and local content creation
6. Cybersecurity

Implementation began on August 4, 2023, with the signing of several regulatory instruments including cloud computing guidelines, digital infrastructure assurance frameworks, and investment strategies.

Investment Targets and Regional Hub Potential

The Federal Government is targeting $750 million in investment over the next two years to build out this infrastructure. The goal is to position Nigeria as a digital gateway for West and Central Africa—serving 230 million citizens and neighboring countries with locally hosted solutions.

Beyond Infrastructure: Powering Digital Growth

The NSCI recognizes that data centers already consume significant power, nearing Lagos State’s entire capacity. NITDA is seeking innovative energy solutions alongside the deployment of AI frameworks to ensure equitable access across sectors and income levels.
